Complete Guide to Malaysia NPRA (National Pharmaceutical Regulatory Agency) Registration

Essential for market access of drugs/medical devices/health products/cosmetics in Malaysia

1. Understanding NPRA Registration

NPRA (National Pharmaceutical Regulatory Agency) is the National Pharmaceutical Regulatory Agency of Malaysia, under the Ministry of Health Malaysia (MOH). It is the core agency responsible for market entry approval of products such as pharmaceuticals, medical devices, health supplements, and controlled cosmetics. All pharmaceutical and health-related products sold in Malaysia must complete NPRA registration. Unregistered products are prohibited from import, sale, and promotion, making registration a mandatory market entry requirement in Malaysia.

1.1 Which products require NPRA registration?

Category Specific Products
Pharmaceuticals Prescription drugs (Rx), over-the-counter drugs (OTC), traditional herbal medicines (Jamu), generic drugs
Medical Devices Class I-IV medical devices (medical masks, glucose meters, surgical instruments, implantable devices, etc.)
Health Supplements/Dietary Supplements Vitamins, mineral supplements, plant extracts, functional health supplements
Controlled Cosmetics Whitening/spot-removing, sunscreen, acne treatment, and cosmetics containing medicinal ingredients
Other Categories Disinfectants, medical dressings, in vitro diagnostic reagents (IVD)
Exceptions:
  • Ordinary cosmetics (without functional claims or medicinal ingredients) only require NPRA notification, not formal registration
  • Pharmaceutical products for research use only (non-sale) can apply for temporary import permits (valid for 6 months)

1.2 NPRA Registration Types

Registration Type Applicable Products/Scenarios Validity
Product Registration Pharmaceuticals, Class II-IV medical devices, health supplements 3-5 years (5 years for pharmaceuticals, 3 years for devices)
Notification Class I medical devices, ordinary cosmetics Permanently valid (information must be updated annually)
Importer Registration Subjects importing any pharmaceutical or health-related products 2 years (renewable)
Local Manufacturer (Local Manufacturer Registration) Enterprises producing pharmaceutical products locally in Malaysia 3 years
Temporary Import Permit (Temporary Import Permit) Products for research or emergency medical use 6 months (non-renewable)

II. Registration Process & Core Required Documents

1
Document Preparation and Pre-Assessment
Preparation Stage

Confirm product classification (e.g., medical device classification, drug category), organize product technical files, safety/effectiveness data, and select a local agent recognized by NPRA (Malaysian Authorized Person).

2
Online Application Submission
5-10 working days (submission review)

Submit the registration application and complete set of documents through the official NPRA PORTAL KKM system, and pay the registration fee (charged according to product type/classification).

3
Technical Review
3-12 months (depending on product category)

The NPRA technical review team assesses product documentation, focusing on safety, efficacy, and quality controllability. If additional information is required, a Query Letter will be issued.

4
On-Site Inspection (if applicable)
1-2 months

Drugs and Class II-IV medical devices must undergo NPRA or authorized agency on-site inspections of the manufacturing facility to ensure production complies with GMP/ISO 13485 standards.

5
Approval and Certificate Issuance
1-3 months

After passing the review, NPRA issues the Registration Certificate. The product receives a unique registration number and can be officially imported/sold.
